This month marked the start of the 82nd Session of the Nevada Legislature with early signs pointing to a busy season of affordable housing advocacy. Policy can feel complex and complicated…and it is, but it is also how some meaningful change can happen. Join us for our February Lunch & Learn to get a high level overview of the Session and a glance at the housing bills the Coalition is currently tracking. Also, we are excited to welcome the Western Governors’ Association to share the housing conversations happening around the west.
How are you going to stay on top of it all? NHC Members will receive regular Legislative updates. If this is an area of interest for you, I encourage you to join NHC so we can keep you informed!
Lastly, please Save the Date for our Affordable Housing Day at the Legislature on May 1st. This in-person event in Carson City will feature individual meetings and a lunch with our Legislators. More details coming soon!

The 2023 application window for the new Affordable Housing Program (AHP) Nevada Targeted Fund is now open. To help applicants prepare for the funding competition, Federal Home Loan Bank of San Francisco is hosting an informational Q&A session on February 23rd at 11am to answer questions on eligibility, scoring, documentation requirements, financial review, and general guidelines. ElevateNV Affordable Housing Kick-Off: Building Skills to Build Housing
Funded by the Federal Home Loan Bank of San Francisco as a part of the ElevateNV initiative, the Project Catalyst Fund provides grants for consulting and technical assistance to developers with affordable and supportive housing projects in development. This fund prioritizes projects by emerging and nonprofit organizations with less than 5 years’ experience in affordable housing development and projects that dedicate 60% of their units to residents living at 50% or below the area median income.

Altogether, the Project Catalyst Fund is supporting capacity-building for the development of 292 units of affordable housing for Nevadans.

Nevada Housing Policy Update: The 2023 Session
Join us for our February Lunch & Learn where we will discuss all things housing policy!
We will kick off our discussion with a regional perspective on discussions happening in the west on housing policy. We are excited to welcome Chennou Xiong, Policy Associate at Western Governors’ Association (WGA), who will share WGA’s recent engagements relative to housing driven by their members.
As we roll into the 82nd (2023) Session of the Nevada Legislature, NHC will give an overview of its advocacy work through the Interim and share the legislative tracking that is available to NHC Members. We are pleased to work with Mendy Elliott, Senior Vice President & Director of Public Affairs at Flynn Giudici Government Affairs, to support our policy development and government affairs work. Mendy will provide an overview of the Session and what we can expect for pace and process…if there is an expectation!
RFP for Clark County Community Land Trust Administrator Released
Clark County is in the process of creating the Welcome Home Community Land Trust which will provide homeownership opportunities for low to moderate income first-time homebuyers in Clark County. They are expecting to request proposals from developers and open applications from homebuyers in 2023 and 2024.

Nevada Rural Housing is helping deliver funds dedicated to getting rural Nevada residents into affordable homeownership.
Buy in Nye opens doors to two forgivable down payment assistance options paired with a 30-year first mortgage with a below-market interest rate ensuring long-term affordability. Nevada Housing Division Names Chief Financial Officer
Nevada Housing Division (NHD) has announced that former State Controller, Catherine Byrne, has been named NHD’s Chief Financial Officer. She will be responsible for managing financial and investment activities of NHD’s affordable housing programs as well as general financial and information technology functions of the agency. Nevada Rural Housing Announces Director of Rental Services
Nevada Rural Housing has announced Lourdes Zuniga-Perez as Director of Rental Services. Lourdes has been with the company since 2015 and brings an extensive background of leadership and managerial experience to the position. Read the full press release here.
Foresight Housing Partners
Foresight Housing Partners is seeking to fill positions for a Junior Financial Analyst and a Staff Accountant. The Junior Financial Analyst will support the day-to-day operations of the CFO in managing the Finance and Accounting functions of the firm and its projects. The Staff Accountant will ensure the company’s accounting matters are handled and will be responsible for project accounting, heavy spreadsheets and analyzing various accounting data. Reno Housing Authority is currently seeking to fill positions for Director of Development, Senior Project Manager of Construction, and Senior Project Manager of Development Finance. The Director of Development will lead, direct, manage, and oversee the activities and operations for the Housing Authority’s Development Department.
