To say it is busy in the world of affordable housing in Nevada is an understatement! I am grateful to be in this space alongside all of you as our state advances solutions for affordable housing like never before. 

NHC Leading and Collaborating Beyond the Money

Our state has committed financial resources for affordable housing at unprecedented levels, led by the active Home Means Nevada Initiative, the State Infrastructure Bank and the formal commitment of our tax exempt bonding authority. But we all know that solving our affordable housing crisis takes more than money (although we do need more strategic investments!).

Elevate NV Affordable Housing: Join us next week as we officially launch our statewide capacity building effort for affordable housing development finance, construction and supportive housing. This amazing effort is supported by a $500,000 grant from the Federal Home Loan Bank of San Francisco. This work will impact Nevada’s abilities to leverage resources, collaborate and build affordable housing today and for years to come. Additionally, we will be looking for new and emerging affordable housing projects to support through the Elevate NV Project Catalyst Funds. Learn more at our Lunch & Learn next week, Wed. Nevada Housing Policy Forums: The Coalition is hosting two housing policy forums, one in Las Vegas on June 21st and one in Reno on June 22nd. These forums will provide a space for housing stakeholders across the spectrum to respectfully engage in robust discussions about state and local policies that can positively impact affordable housing outcomes. Elevate NV Affordable Housing: Building skills to build housing

Wednesday, May 25th
12:00 – 12:45pm

This month, we’re kicking off ElevateNV, our affordable housing capacity building initiative made possible with a grant from the Federal Home Loan Bank of San Francisco. Learn how this program originated based on statewide need as well as upcoming education, training and funding opportunities. We welcome Alyssa Thunberg, Senior Director – Affordable Housing Program Funding and Compliance, from FHLBank San Francisco who will kick off our session. We will also hear from Michelle Merced, CEO/President of Neighborhood Housing Services of Southern Nevada (NHSSN) who will share her experience as an emerging developer and Brooke Page, Director Southwest at Corporation for Supportive Housing (CSH), who will discuss upcoming opportunities to collaborate. Mike Shohet, President of Compass Development and NHC’s Vice Chairman, will moderate this engaging session.

State update

Clark County Affordable Housing Funding Opportunity

Clark County has created a Community Housing Fund (CHF) to address the need for affordable housing in Southern Nevada. Applications are open now for up to $140 million of CHF funds for the development and rehabilitation of multi-family affordable rental housing. The funds will provide gap financing to housing projects that might be using the Low Income Housing Tax Credits and other financing sources to build extremely low to moderate income housing.

Developers and operators who build and manage affordable housing are encouraged to apply, and applications for land acquisition for future affordable housing projects are also being considered.

  • HOME Off-Cycle Funds are being made for CHF applicants. Those interested can apply through the CHF application.
  • Pre-Applications are due Monday, May 23 at 5:00pm PST.
  • A recommended Pre-Application Meeting is being held on May 19 at 1:30pm. Meeting details can be found here.

The GAP: The Affordable Housing Gap Analysis

Every year, the National Low Income Housing Coalition releases their Gap Report highlighting the shortage of affordable homes for low-income renters throughout the country. Extremely low-income (ELI) households with incomes below the poverty line, or 30% of their area median income (AMI), face the most severe housing shortage of any income group. Most of you know that this is especially true in Nevada.

Our state ranks #1 for the worst housing shortage in the nation. There are only 18 affordable and available homes for every 100 ELI renter households, and 81% of those households are severely cost-burdened meaning they pay more than 50% of their household income on rent.

Reno Housing Authority Cares Housing Assistance Program to Sunset

The Reno Housing Authority (RHA) will stop accepting applications for the Cares Housing Assistance Program (CHAP) at 5:00pm on Tuesday, May 31. This program utilized federal funds to help Nevadans with rent and utilities during the pandemic.

Over the next few months, RHA will have paid out $34 million in Emergency Rental Assistance to help families in Washoe County. Although the funds are running out, RHA is encouraging those who still need them to continue to apply before the May 31 deadline.

Nevada Housing Division Hiring Grants & Projects Analyst 1

Nevada Housing Division is hiring! This position is based in Carson City and will assist with the state’s allocation of state and federal grants to help in creating affordable housing and mitigating the homeless crisis. The position will also conduct outreach, provide education on grant requirements, determine recipient qualification, evaluate policies and regulations, and provide technical assistance. WestCare Receives $250,000 Donation

WestCare recently received a $250,000 donation from the Engelstad Foundation. This is the second donation they have received from the foundation in two years. They will be using the funds for the Women and Children’s Village they are building. The project has been broken into three phases, and Phase 1, consisting of 26 apartments and 2 multi-purpose buildings, will cost approximately $8 million. They have already raised close to $6 million and plan to plan to use the Engelstad gift for this phase. The project is expected to break ground in September.
